Dear Dr. Menczer, ACM informed us of your complaint regarding possible plagiarism of your poster paper in WWW2004. Although you are the copyright holders of the plagiarized paper, the IW3C2 as sponsor for the International World Wide Web Conference series acted on your behalf and formed an ad hoc committee to investigate. After 2+ months and numerous communications among committee members, we were convinced that there was merit in your complaint and contacted the authors for an explanation. We were not satisfied with their first reply and cited a few more papers of theirs which exhibited similar problems and threatened further action according to ACM's policy on plagiarism. Attached are the relevant communications for your information. Please discuss with your colleagues what you plan to do next, if anything. Since the IW3C2 does not hold the copyright of your paper, this is as far as what we can legally proceed. We regret that this unfortunate incident happened and hope that our efforts helped to maintain the integrity of our research community.
